In a statement dated December 25, 2024, titled “Announcement of Conscription Call to Serve the United States of Biafra Security Forces”, Orabueze, alongside Solomon N., identified as the Secretary of Defence, outlined the call for eligible citizens of Biafra to join the movement’s military units.

The statement detailed conscription into the following units:
- Biafra Defence Forces
- Biafra Liberation Army
- Biafra Navy
- Biafra Airforce
- Special Squads
The process is described as decentralized, with state commanders, deputies, and administrators overseeing recruitment and training.

According to the statement, the recruitment aims to bolster the group’s armed forces against “reintegrated terrorists wearing Nigeria military and police uniform,” which it claims threaten the sovereignty of the self-declared United States of Biafra.
