Pro-Wike Legislators Take Steps Toward Impeaching Fubara, Issue Misconduct Notice to Governor and Deputy

The political turbulence in Rivers State has escalated further on Monday, with 26 lawmakers of the state House of Assembly accusing Governor Siminalayi Fubara and his deputy, Ngozi Odu, of gross misconduct.

In a formal notice addressed to Speaker Martin Amaewhule, the legislators cited multiple allegations, including reckless spending of public funds, obstructing legislative activities, and making appointments without due legislative screening.

The lawmakers claim their actions align with Section 188 of the 1999 Constitution, which outlines the process for addressing allegations against a sitting governor.

Among the key accusations, Governor Fubara is alleged to have:

  • Engaged in unconstitutional and reckless expenditure of public funds.
  • Obstructed the functions of the Rivers State House of Assembly.
  • Made key government appointments without legislative confirmation.
  • Withheld salaries and allowances due to the Assembly and its Clerk, Emeka Amadi.

His deputy, Ngozi Odu, was also accused of endorsing and supporting these appointments without proper legislative oversight.

Following the notice, Speaker Amaewhule formally notified the governor, reminding him that the allegations were raised by a sufficient majority of lawmakers, meeting the constitutional threshold.

He urged Fubara to respond to the claims, referencing Section 188(3) of the Constitution, which mandates that the House of Assembly, within 14 days, must decide, without debate, whether to investigate the allegations.

“Please be guided accordingly and do accept my esteemed regards,” the speaker’s letter concluded.

The crisis in Rivers State has been brewing for months, fueled by tensions between the governor and his former political allies.
