Cross River State Governor, Bassey Otu, on Monday, officially signed the Cross River State Local Government Amendment Bill 2025 into law, ushering in key reforms aimed at enhancing governance, improving service delivery, and accelerating economic development at the local government level.
The newly amended law introduces structural and administrative changes to strengthen local government operations, increase public participation, and ensure a more efficient and transparent system.
Several critical sections of the Principal Law have been amended to reflect the evolving needs of the state’s local government system. Among the major changes are:- Section 4(4) increases the number of departments within local government councils from seven to twelve, allowing for greater specialization and efficiency in governance.
– Section 5(2) modifies the percentage of funds allocated from Local Government Councils to key Ministries, Departments, and Agencies (MDAs) to improve effectiveness.
– Section 20(1) assigns the Vice Chairmen of Local Government Councils responsibilities in humanitarian affairs, peace and conflict resolution, border and boundary issues, and sports development.
– Section 21 mandates that all appointments into Executive Councils must be in line with the Federal Character principle, ensuring fair representation.
– Sections 22(3) and (6) bolster the offices of the Secretary of Council and Clerk of the Legislative Council by providing additional staff to enhance their capacity.
– Sections 22(a) and 22(b) introduce the statutory appointment of up to 50 individuals, along with the designation of Ward Relations Officers, who will serve as Special Assistants for each Council Ward.
– Section 33(3) outlines the approved appointments for Council Leaders, including the Chief of Staff and Chief Press Secretary, as well as their Deputies.
– Sections 45(A, B, and C) establish the office of the Head of Local Government Administration (HOLGA) and define the criteria for appointment and cessation of office.
The passage of the Local Government Amendment Bill 2025 reflects Governor Otu’s commitment to strengthening grassroots governance and enhancing service delivery at the local level. By increasing administrative capacity, streamlining responsibilities, and improving funding structures, the new law is expected to boost economic development and encourage wider civic participation in governance.
