The personal physician to former Kaduna State governor Nasir El-Rufai, Dr Bello Abubakar, has been questioned by the Medical and Dental Consultants’ Association of Nigeria (MDCAN) over his alleged role in procuring a fake medical report for his patient.
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has also filed a four-count charge against Abubakar, an oncology consultant at the National Hospital, Abuja, over the alleged offence.
The anti-graft agency had earlier arrested Abubakar over alleged false statements made during a court-approved medical visit for the former governor, accusing El-Rufai of abusing the arrangement by receiving political associates instead of undergoing medical consultation, in violation of a court order.
Daily Trust reported that, ICPC said the agency verified the authenticity of a medical report submitted on El-Rufai’s behalf before arresting Abubakar. According to one source, three doctors in Nigeria and one in the United States confirmed the document was fake, prompting the commission to act.
It added that Abubakar was first referred to the MDCAN for disciplinary action to avoid accusations of intimidating the medical profession.
The ICPC’s charges, filed on Friday, accuse Abubakar of knowingly issuing a false medical report to mislead a public officer and support El-Rufai’s bail application in a separate case marked KDH/KAD/ICPC/02/2026, pending before the Kaduna State High Court.
According to the charge sheet, Abubakar authored a report titled “Medical Report and Expert Opinion for Urgent Medical Intervention,” dated June 10, 2026, and presented it to a Commissioner for Oaths in Kaduna State, Aliyu Bala, knowing its contents were false, before it was filed in court.
The first count accuses Abubakar of giving false information with intent to mislead a public officer, contrary to Section 17(1)(c) of the Corrupt Practices and Other Related Offences Act, 2000.
The second count alleges he used his position to confer an unfair advantage on himself by issuing the false report, an offence under Section 19 of the same Act.
The third count accuses him of conspiring with Bala to fabricate the report to enable Bala depose a further affidavit supporting the bail application, contrary to Section 79 of the Penal Code.
The fourth count accuses him of dishonestly presenting the report as though it carried the authority of the National Hospital, an offence under Sections 362 and 364 of the Penal Code.
Court documents indicate the National Hospital’s Chief Medical Director, Raji Mahmud, is expected to testify that Abubakar issued the report in El-Rufai’s favour without conducting the required medical examination, and that the hospital, responding to ICPC’s enquiries, confirmed it did not authorise the report. Mahmud is also expected to testify that the report was used by Bala to depose an affidavit backing El-Rufai’s bail bid, and that investigations found the report was false and did not follow due process.
The CMD’s letter to the ICPC also confirmed that Abubakar remains attached to the hospital as a Chief Consultant Radiation Oncologist on a contract appointment following his retirement from full-time service.
