China has deployed its 49th naval escort fleet to waters around Somalia as African countries move to establish a new regional task force to tackle a resurgence of piracy in the Western Indian Ocean and Gulf of Aden.
The deployment places renewed attention on the maritime corridor linking the Indian Ocean with the Red Sea and Suez Canal, a route critical to international shipping and global trade.
Here are seven key things to know about the development:
1. Three warships have been deployed
China’s 49th naval escort fleet departed Sanya on August 12 with three vessels — the guided-missile destroyer Kunming, guided-missile frigate Yueyang and comprehensive supply ship Luomahu.
The fleet also includes two shipborne helicopters and more than 700 personnel, including special operations personnel.
2. The deployment takes place near Somalia
The Chinese fleet has been deployed to waters around Somalia, where piracy remains a security concern.
The operation is also strategically significant because the waters connect the Indian Ocean to the Red Sea and the Suez Canal, through which a major volume of global shipping passes.
3. Africa is creating its own anti-piracy task force
Signatories to the Djibouti Code of Conduct/Jeddah Amendment have agreed to establish a Combined DCoC Task Force to coordinate maritime operations against piracy and armed robbery.
The proposed force will enable participating coastal states to coordinate operations and strengthen protection for ships and seafarers.
4. The task force is a response to renewed piracy
The initiative follows concerns over renewed attacks on ships in the Western Indian Ocean and Gulf of Aden.
DCoC Chairperson Metse Ralephenya said the resurgence showed that “the underlying conditions that enable piracy have not been fully eliminated.”
He added that maritime security now requires “sustained vigilance, stronger regional ownership, and practical operational cooperation among coastal States.”
5. The African force will work alongside existing operations
The proposed task force will operate under Working Group 3 on Operational Coordination and Cooperation at Sea.
It is intended to “complement, rather than duplicate” existing international maritime-security operations, including the Combined Maritime Forces, Combined Task Force 151, EU NAVFOR and independently deployed naval forces.
However, the force is not yet operational. Its final composition and the number and types of naval assets to be contributed by participating countries are still to be determined.
6. China has maintained a naval presence in the region since 2008
The latest deployment is part of China’s regular naval escort missions in the Gulf of Aden and waters off Somalia, which began in 2008.
The 49th fleet combines combat, aviation and logistical capabilities.
The Kunming provides destroyer capability, the Yueyang serves as a guided-missile frigate, while the Luomahu provides logistical support for extended operations.
The deployment also marks the Kunming’s first Gulf of Aden escort mission.
7. The piracy threat comes amid wider Red Sea insecurity
The renewed piracy concerns have emerged after years of declining attacks and amid broader instability around the Red Sea.
The DCoC has also expressed concern over seafarers being held captive aboard several vessels and called for their immediate and unconditional release.
The latest developments therefore bring together two parallel efforts: an African-led attempt to strengthen regional maritime security and China’s continued naval presence along a strategic shipping corridor linking the Indian Ocean and the Red Sea.
