Chelsea hit with £10m fine, avoid points deduction – The Sun Nigeria

Chelsea have been fined £10m and handed a suspended two-window transfer ban after admitting to multiple breaches of the Football Association’s agent regulations, bringing an end to a series of investigations into historical transfer dealings during Roman Abramovich’s ownership.

The punishment follows an Independent appeal board ruling that overturned an earlier decision to impose a suspended six-point deduction, concluding that while Chelsea committed serious regulatory breaches over several years, the club did not gain a proven sporting advantage that justified a points penalty.

The case centred on 74 breaches of the FA’s agent regulations, including the use of unauthorised agents or unregistered intermediaries in player transfers and the submission of false or misleading documentation to the governing body.

The violations primarily occurred between the 2010/11 and 2015/16 seasons, before the club’s ownership changed hands.

According to the FA’s written findings, Chelsea “plainly disregarded” the regulations by making undisclosed payments to agents and third parties in transfers involving players such as Brazilian winger Willian and Cameroonian striker Samuel Eto’o.

The breaches came to light after Todd Boehly’s BlueCo consortium acquired Chelsea in 2022 following Abramovich’s forced sale of the club. During its due diligence process, the new ownership identified potential historical misconduct and voluntarily reported the matter to the FA, Premier League and UEFA.

Chelsea admitted all 74 charges and cooperated extensively with investigators by providing thousands of documents and other evidence throughout the disciplinary process.

Although an Independent regulatory commission initially imposed a suspended six-point deduction alongside the £10m fine, the appeal board ruled that such a sporting sanction would be excessive. Instead, it replaced the points deduction with a suspended transfer ban covering two registration windows, while retaining the financial penalty.

In its decision, the appeal board acknowledged the seriousness of the breaches but concluded there was no evidence that Chelsea obtained an actual sporting advantage from the conduct. It also recognised the club’s extensive cooperation and voluntary disclosure as significant mitigating factors.

However, the FA maintained that the offences were among the most serious regulatory violations committed by a leading English club. In its written reasons, the governing body said Chelsea’s conduct was “so egregious, so persistent and of such a duration” that it undermined the integrity of football and the competitions in which the club participated over a 13-year period.

Chelsea welcomed the outcome, describing the ruling as the conclusion of all outstanding regulatory proceedings linked to the historical issues. The club said it had worked openly and transparently with football authorities since identifying the potential breaches and noted that settlements had already been reached with both UEFA and the Premier League over related matters.

The latest sanction follows separate penalties imposed by other football authorities. In March, Chelsea agreed to a £10.75m fine and a suspended transfer ban in a settlement with the Premier League over historical secret payments involving players and unlicensed agents.

In 2023, UEFA fined the club £8.6m for submitting incomplete financial information between 2012 and 2019.

Combined, the three investigations have resulted in financial penalties totalling £29.35m, closing a chapter that has cast a shadow over part of Chelsea’s trophy-laden era under Abramovich, during which the club won 21 major honours, including two UEFA Champions League titles and five Premier League crowns.
