A civil society organisation, Tracka, has called on the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to investigate the construction and equipping of a N296.4million Information and Communication Technology/Computer-Based Test (ICT/CBT) Centre at Claretian University in Imo State.
Tracka raised questions over the use of public funds for the project, which was executed at the private university, despite what it described as infrastructure and service-delivery challenges affecting public institutions across the state.
According to the group, the facility, equipped with 40 HP laptops, was commissioned in November 2025 at Claretian University, a private institution.
Tracka said the project was funded with N296.4million in public funds under a constituency project facilitated by Senator Ezenwa Onyewuchi, who represents Imo East Senatorial District.
The organisation raised concerns over the rationale behind locating a publicly funded facility within a private university and urged relevant anti-corruption agencies to examine the project and its implementation.
In a statement, Tracka said, “In November 2025, an ICT/Computer-Based Test (CBT) Centre equipped with 40 HP laptops was commissioned at Claretian University, Imo State, a private university, following the release of N296.4 million in public funds under a constituency project facilitated by Senator Ezenwa Onyewuchi representing Imo East Senatorial District.”

Checks by SaharaReporters on public payments portal, Govspend, confirmed the payment highlighted by Tracka.
The group said the development raised a critical accountability question concerning the deployment of public resources to a private institution.
“This raises a critical accountability question: Why was N296.4 million in public funds used to construct and equip a facility within a private university when public schools, health facilities, and roads across Imo State continue to face serious infrastructure and service-delivery challenges?” it asked.
Tracka subsequently called on the EFCC and ICPC to investigate the project, including its procurement process, source of funding and contract award.
The group also urged the agencies to scrutinise the implementation of the project, its beneficiaries and the justification for locating a publicly funded facility in a private institution.
“We call on the ICPC and EFCC to investigate the project, including its procurement process, funding source, contract award, implementation, beneficiaries, and justification for locating a publicly funded facility in a private institution,” Tracka said.
The organisation said its concerns were centred on accountability and the need to ensure that government resources were deployed transparently and for the benefit of the public.
The call comes amid broader concerns over the implementation of constituency projects across Nigeria, particularly projects funded with public resources but executed in locations or institutions whose ownership and beneficiaries may require further clarification.
Tracka maintained that public expenditure should be subject to transparency and accountability, particularly where substantial sums are involved.
“Public funds must be spent transparently and in the public interest,” the group said.
Tracka also called for relevant authorities to provide clarity on the circumstances surrounding the N296.4 million project, including the processes through which it was approved, awarded and implemented.
The group’s demand places the project under the scrutiny of the EFCC and ICPC, with the agencies expected to determine whether the project complied with relevant procurement, financial management and constituency-project guidelines.
