On Wednesday, Republican legislators unveiled a proposal designed to prevent the Biden-Harris administration from proceeding with plea agreements for 9/11 terrorists who have been in detention for years at Guantanamo Bay.
In a press release issued on Wednesday, Sen. Tom Cotton (R-Ark) revealed the introduction of the Justice for 9/11 Act in the U.S. Senate, in collaboration with Sen. Mitch McConnell (R-Ky.) and Sen. Jerry Moran (R-Kan.). The bill aims to “nullify any plea agreements made between the U.S. government and the Guantanamo Bay detainees who orchestrated the 9/11 attacks on September 11, 2001.”
The release went on to mention that this legislation was first introduced by Cotton and McConnell last August. It is being brought forward again following a recent ruling by a military judge that permits the Biden-Harris administration’s negotiations regarding plea deals with the 9/11 terrorists, which could eliminate the possibility of these individuals facing the death penalty. The press release also highlighted that Rep. Mike Lawler (R-N.Y.) will propose a similar measure in the House of Representatives.
“Offering a plea deal to the terrorists who masterminded 9/11 is a disgrace and an affront to the victims of the attacks, as well as to those who served to bring them to justice,” stated Cotton. “These individuals should have faced justice long ago; instead, Joe Biden is paving the way for their release. My legislation will put an end to this travesty and halt the Biden administration from further empowering our terrorist adversaries as it concludes its term.”

McConnell emphasized that, in light of the “terrorist brutality” witnessed on 9/11, the U.S. government has a duty to “deliver justice” for the victims. He remarked, “Regardless of how long it takes, those accountable for the events of September 11 must be held responsible, and the families of the victims deserve nothing less.”
Moran described the recent decision by the Pentagon appeals panel to uphold the Biden-Harris administration’s plea deals with 9/11 terrorists as “alarming.” He cautioned that the administration is attempting to utilize its remaining time in office to “release some of the world’s most dangerous terrorists from Guantanamo Bay.” Consequently, Moran urged Congress to enact legislation to obstruct these plea deals.
Lawler also voiced his disapproval of the Biden-Harris administration’s decision to propose plea deals to the 9/11 terrorists.
“It is a betrayal of our law enforcement, firefighters, and the nearly 3,000 victims of the attacks for the Biden-Harris Administration to offer a plea deal without a death penalty option to those responsible,” the congressman remarked. “The Justice for 9/11 Act will nullify this abhorrent plea deal and ensure that future agreements are not negotiated with those who committed this dreadful act.”
