Deputy Commissioner of Police in charge of State Criminal of Investigation Department [SCID], Panti, Lagos State, Dayo Akinbisehin, has charged officers to apply professionalism when carrying out investigations: “My mission and vision will be to sanitise the department, train and re-train officers on how to conduct investigations properly. I have reminded them of their commitment to professionalism, zero tolerance for corruption and abuse of human rights.
“Officers should always operate within the ambit of relevance. Human rights advocates and civil society organisations, are commending the transformation at SCID, Panti. We have effectively proved that an investigative agency can be simultaneously fierce in its pursuit of criminals and protecting civil liberties.
“We have given the department a new look and transformed it from a generalised police department into a multi-disciplinary institute of forensic excellence, where every officer behaves as a subject-matter expert. The personnel are out to checkmate criminals.
“Detectives are trained to rely on undeniable forensic evidence, electronic footprints and psycholinguistic analysis to break down suspect denials, rather than restoring to physical or psychological duress.
“To master the art of asymmetrical warfare intelligence, countering insurgency and terrorism financing requires an understanding of network theory, decentralised cellular structures, and covert capital flows. We are responsible for supervising investigations into sophisticated banking fraud and real estate syndicates. This has sharpened our forensic accounting and digital asset tracking skills.
“SCID Panti stands as an undeniable benchmark for institution reform within the Nigeria Police Force and the border African security architecture, through a rare blend of unyielding discipline, sophisticated tactical intellect and an absolute reverence for human dignity.
“We have successfully demystified the art of complex criminal investigation. We have systematically re-engineered the methodologies through which complex, multi-jurisdictional crimes are investigated and prosecuted.
“SCID Panti facility has undergone an institutional renaissance, shifting from a reactive investigative unit to a proactive intelligence powerhouse. We are dismantling transnational cyber-syndicates in the current digital epoch. Lagos has unfortunately served as a major node for global cyber-operations and directed massive institutional resources toward the eradication of sophisticated cybercrime syndicates.
“We transitioned our personnel away from superficial cyber-investigations toward deep-packet analysis, Open-Source Intelligence [OSINT] gathering and international digital footprint tracing.
Crack detectives successfully intercepted high-profile corporate financial syndicates attempting to undermine the stability of local banking institutions through sophisticated identity theft and insider collusion. We dismantled several highly organised Business Email Compromise [BEC] rings.
