Freight operators in the Western Cape are being invited to take advantage of a fully funded Road Transport Management System (RTMS) digital toolkit pilot designed to help businesses improve safety, compliance and the way they manage their operations.
Western Cape Minister of Mobility, Isaac Sileku, made the call during a visit to Moosa’s Group in Milnerton yesterday (20 August), one of the first companies to participate in the pilot.
The RTMS digital toolkit was developed by the Western Cape Mobility Department to make RTMS more accessible, particularly for small and medium-sized freight operators who may find the preparation process time-consuming or difficult to navigate. Instead of operators having to find different resources themselves, the toolkit brings together guidance, templates, self-assessment tools, training resources and improvement-planning support in one place. It helps operators understand where they are, identify areas that need improvement and strengthen areas such as vehicle maintenance, driver management, safety, record-keeping, fleet management and compliance.
The toolkit does not replace RTMS certification. It is a practical support tool to help operators prepare for RTMS and improve their businesses over time.
Moosa’s Group is currently testing the toolkit in its day-to-day operations, giving the Department an opportunity to see how it works in a real freight business and what improvements may be needed.
During his visit, Minister Sileku saw the toolkit being used and engaged with the company about its experience. “Freight plays a critical role in our economy. Companies like Moosa’s Group work every day to keep food, fuel and goods moving across our province. What is important about this pilot is that we are offering operators practical support to improve the way they manage safety and their operations.”
Moosa’s Group welcomed the opportunity to test the toolkit in its day-to-day operations.
“The toolkit gives us a practical way to strengthen our vehicle checks, driver management, maintenance and record-keeping, while helping us identify areas where we can improve. We believe this kind of partnership between government and industry is important if we are to build a freight sector that is safer, more professional, compliant and sustainable. We also hope that what we learn through the pilot will benefit other operators and contribute to safer roads across the province and beyond,” said Nazier Veldsman of Moosa’s Group.
The experience of Moosa’s Group will help the Department understand what works well and where the toolkit can be improved before it is made more widely available.
The Department is ready to onboard up to 10 companies as part of the fully funded pilot. For participating operators, this means access to the toolkit at no cost during the pilot, as well as support from the Department to help them get started and use the resources.
The pilot is not an audit or enforcement exercise. It is an opportunity for operators to work directly with the Department, understand their current systems, identify areas for improvement and provide feedback on a tool being developed with the needs of the freight industry in mind.
Minister Sileku encouraged operators to make use of the opportunity. “We know that running a transport business comes with many demands. This initiative is about making it easier for operators to access the tools and information they need to improve their businesses. We encourage freight operators to come forward, test the toolkit and help us make it work even better for the industry.”
