NRS Sets Tax Rules For Virtual Asset Transactions, Issues Guidelines

The Nigeria Revenue Service (NRS) has issued new guidelines for the taxation of virtual assets, including cryptocurrency transactions, as part of efforts to provide greater clarity and certainty in the taxation of Nigeria’s rapidly evolving digital asset ecosystem.

The guidelines are targeted at taxpayers, Virtual Asset Service Providers (VASPs), Peer-to-Peer (P2P) marketplace operators, tax practitioners and other individuals and businesses engaged in virtual asset activities.

According to the NRS, the guidelines establish an administrative framework for the taxation of virtual assets in line with the Nigeria Tax Act, 2025, and the Nigeria Tax Administration Act, 2025.

The guidelines set out the applicable tax obligations for participants in the virtual asset ecosystem, covering areas such as registration, reporting, record-keeping, valuation and the tax treatment of virtual asset transactions.

The development comes as digital assets and cryptocurrency-related activities continue to gain prominence in Nigeria, creating the need for clearer rules on how transactions within the sector should be treated for tax purposes.

The NRS said the guidelines were issued to promote clarity, certainty and consistency in the administration of the country’s tax laws as they apply to virtual assets.

It added that the framework was also designed to promote voluntary compliance and enhance transparency among individuals and businesses participating in the digital asset market.

The Service said the guidelines would support the development of a fair and efficient tax framework for digital asset transactions while providing stakeholders with a clearer understanding of their obligations under the new tax laws.

“ The Guidelines provide a clear administrative framework for the taxation of virtual assets in Nigeria,” the NRS said.

It explained that the framework covers obligations relating to registration, reporting and record-keeping, as well as principles for valuing virtual assets and determining the appropriate tax treatment of transactions.

The NRS urged all affected taxpayers and stakeholders to familiarise themselves with the provisions of the guidelines and ensure full compliance with applicable tax obligations.

The Service said the guidelines are available for download on its official website.

The issuance of the guidelines marks another step by the tax authority towards bringing activities in the digital economy within a more defined tax administration framework.

With the growing use of virtual assets and P2P platforms, the new framework is expected to provide tax authorities and market participants with clearer administrative procedures for dealing with transactions involving digital assets.

The NRS maintained that the guidelines are intended to provide consistency in tax administration while encouraging compliance across the virtual asset ecosystem.
